Mr. Daniel Law <br />January 15, 2003 <br />3 <br />• • Task 10: Generate and Distribute Initial Reports —WQCD lead with EnecoTech support; no <br />Analytic Solutions.com activities. <br />• Task 11: Receive and Incorporate Comments / Information from the Public Water Supplies — <br />WQCD lead; no EnecoTech or Analytic Solutions.com activities. <br />• Task 12: Generate and Distribute Final Reports — WQCD lead; no EnecoTech or Analytic <br />Solutions.com activities. <br />• Task 13: Conduct Training and Deliver Software and Documentation — similar to the original <br />scope of work. <br />• Task 14: Interaction Allocation (EnecoTech only) — identifies availability for coordination of <br />database population and protocol algorithm design at the request of the WQCD. <br />• Task 15: Authority Presentations (EnecoTech only) — identifies availability for project <br />presentations. <br />This modified scope of work is now reflected in the respective scopes of work, budgets, and schedules <br />for EnecoTech and Analytical Solution, and will provide the balance between data development and <br />toolset analytical functionality to best complete the Susceptibility Analysis Project component of the <br />overall program. <br />Project Budget <br />The second amendment to the EnecoTech MOUs and the new Analytic Solutions.com MOUs does not <br />involve a change in the previous total project budget. Rather, there is a reallocation of funds from the <br />data development tasks to the toolset analytical functionality tasks. The original project budget has been <br />revised to include a $100,000 contingency fund. The contingency funds are now represented in both <br />EnecoTech's and Analytic Solutions.com's respective budget allocations as specific line items. <br />Project Schedule <br />An important component of the proposed revisions to the project schedule is the deadline associated <br />with the expenditure of the federal Source Water Assessment Program set -aside funds. The WQCD has <br />confirmed with Region VIII EPA staff that in order to avoid the loss of these funds, the WQCD must <br />either fully expend them by August 17, 2003, or roll them into one of two other Drinking Water State <br />Revolving Fund set - asides. Based on this information, the WQCD has determined that it would be <br />appropriate to spend the majority, if not all, of the SWAP set -aside funds to help complete the Toolset <br />development and generate the final assessment reports for the over 200 surface water systems by the <br />August 17 deadline. The remaining ground water systems would then be funded from the WHP set - <br />aside. This action will ensure that the Source Water set -aside is used to the maximum extent possible, <br />and that the surface water systems assessments and final reports are completed in a timely manner, while <br />minimizing the need for a rollover into another drinking water set -aside account. <br />The WQCD previously proposed extending the completion date of the project for both EnecoTech <br />MOUs beyond the original project completion deadline of June 30, 2003 to April 30, 2004 in the August <br />2002 MOU amendment. Under the second amendment to the EnecoTech MOUs and the new Analytic <br />•Solutions.com MOUs , the WQCD is proposing revising the completion date for the SWAP MOU from <br />April 30, 2004 to August 17, 2003, and the WHP MOU from April 30, 2004 to January 30, 2004.
