The study is to be conducted in <br />3 year 2003 and 2004, with the final report completed by November 15, 2004. <br />4 <br />5 (2) In addition to any other appropriation, there is hereby appropriated, out of <br />6 any moneys in the Colorado water conservation board construction fund not <br />7 otherwise appropriated, to the Colorado water conservation board, the sum of three <br />8 million dollars ($3,000,000), or so much lesser amount thereof as may be necessary, <br />9 to conduct a study of the statewide water supply initiative. <br />10 <br />11 (3) The moneys appropriated in subsection (2) of this section shall become <br />12 available upon passage and approval of this act and shall remain available for the <br />13 designated purposes until the project is completed. <br />14 <br />15 SECTION 16. Colorado river return project - appropriation <br />16 (1) The Colorado water conservation board is hereby authorized to <br />17 contract with a responsible contractor for the purpose of preparing a reconnaissance <br />18 level study to address all physical, logistical, .environmental, financial, legal and <br />19 institutional aspects of the construction of a large scale water delivery system from <br />20 the Colorado river near the Utah border to be utilized in the South Platte, Arkansas, <br />21 and Colorado river basins. The study is to be conducted in year 2003, with the final • <br />22 report completed by November 15, 2003. <br />23 <br />24 (2) In addition to any other appropriation, there is hereby appropriated, out of <br />25 any moneys in the Colorado water conservation board construction fund not <br />26 otherwise appropriated, to the Colorado water con_ servation board, the sum of five <br />27 hundred thousand dollars ($500,000), or so much lesser amount thereof as may be <br />28 necessary, to conduct a study of the Colorado river return project. <br />29 <br />30 (3) The moneys appropriated in subsection (2) of this section shall become <br />31 available upon passage and approval of this act and shall remain available for the <br />32 designated purposes until the project is completed. <br />33 <br />34 SECTION 17. Restoration of small project feasibility study grant fund <br />35 balance. The State Treasurer shall transfer a total of two hundred thousand dollars <br />36 ($200,000), or so much thereof as may be necessary, from the unreserved cash in the <br />37 Colorado water conservation board construction fund to the small project feasibility <br />38 study grant fund in order to restore the balance in the small project feasibility study <br />39 grant fund to two hundred thousand dollars ($200,000). <br />40 • <br />
