I and building -a consensus among the state's water users as.to which alternatives and •
2 strategies should be pursued for implementation. The study is to be conducted in
3 year 2003 and 2004, with the final report completed by November 15, 2004.

5 (2) In addition to any other appropriation, there is hereby appropriated, out of
6 any moneys in the Colorado water conservation board construction fund not
7 otherwise appropriated, to the Colorado water conservation board, the sum of three
8 million dollars ($3,000,000), or so much lesser amount thereof as may be necessary,
9 to conduct a study of the statewide water supply initiative.

11 (3) The moneys appropriated in subsection (2) of this section shall become
12 available upon passage and approval of this act and shall remain available for the
13 designated purposes until the project is completed.

15 SECTION 16. Colorado river return project - appropriation
16 (1) The Colorado water conservation board is hereby authorized to
17 contract with a responsible contractor for the purpose of preparing a reconnaissance
18 level study to address all physical, logistical, .environmental, financial, legal and
19 institutional aspects of the construction of a large scale water delivery system from
20 the Colorado river near the Utah border to be utilized in the South Platte, Arkansas,
21 and Colorado river basins. The study is to be conducted in year 2003, with the final •
22 report completed by November 15, 2003.

24 (2) In addition to any other appropriation, there is hereby appropriated, out of
25 any moneys in the Colorado water conservation board construction fund not
26 otherwise appropriated, to the Colorado water con_ servation board, the sum of five
27 hundred thousand dollars ($500,000), or so much lesser amount thereof as may be
28 necessary, to conduct a study of the Colorado river return project.

30 (3) The moneys appropriated in subsection (2) of this section shall become
31 available upon passage and approval of this act and shall remain available for the
32 designated purposes until the project is completed.

34 SECTION 17. Restoration of small project feasibility study grant fund
35 balance. The State Treasurer shall transfer a total of two hundred thousand dollars
36 ($200,000), or so much thereof as may be necessary, from the unreserved cash in the
37 Colorado water conservation board construction fund to the small project feasibility
38 study grant fund in order to restore the balance in the small project feasibility study
39 grant fund to two hundred thousand dollars ($200,000).
