I 1 (1) The Colorado water conservation board. is hereby authorized to participate
2 in a floodplain improvement feasibility study along the cache la poudre river in the •
3 city of greeley. The purposes of the study is to. define specific improvement projects
4 to reduce flood damage, restore the riparian environment, create recreation
5 opportunities, improve water quality and other associated environmental watershed
6 and floodplain enhancements. The scope of work for the project will be developed
7 by the board in consultation with the city of greeley and the United States army corps
8 of engineers.

10 (2) In addition to any other appropriation, there is hereby appropriated, out of
11 any moneys in the Colorado water conservation board construction fund not
12 otherwise appropriated, to the Colorado water conservation board for allocation to
13 the United States army corps of engineers, the sum of one hundred fifty thousand
14 dollars ($150,000), or so much thereof as may be necessary, for costs associated with
15 the completion of the cache la poudre river floodway feasibility study.,

17 (3) The moneys appropriated in subsection (2) of this section shall remain
18 available for the designated purposes until the project is completed.

20 SECTION 12. Technical assistance to covered entities - appropriation
21 (1) The Colorado water conservation board is hereby authorized to contract
22 with a responsible contractor for the purpose of reviewing the technical standards
23 used in preparing water conservation plans, identifying and prioritizing covered
24 entities, and developing strategies to provide technical assistance to those prioritized
25 entities. The study is to be conducted in fiscal year 2004 and 2005.

27 (2) In addition to any other appropriation, there is hereby, appropriated, out of
28 any moneys in the Colorado water conservation board construction fund not
29 otherwise appropriated, to the Colorado water conservation board, the sum of two
30 hundred ninety five thousand dollars ($295,000), or so much thereof as may be
31 necessary, to conduct the technical assistance to covered entities.

33 (3) The moneys appropriated in subsection (2) of this section shall remain
34 available for the designated purposes until June 30,2005.

36 SECTION 13. Gunnison river streamflow transit loss cooperative study
37 (1) The Colorado water conservation board is hereby authorized to participate
38 in a stream gain/loss study along the gunnison river upstream of grand junction
39 Colorado. The purpose of the study is to describe the quantity, timing, and causes of
40 streamflow gains and losses in order to more efficiently manage reservoirs, •
