OPSTUDY needs to be <br />used to score projects, with the USFWS, so the ED Office may need to be able to run OPSTUDY <br />too. There was discussion about also using the HDR Conjunctive Management model, but the <br />WAC agreed that it should plan to use OPSTUDY or compare results of the Conjunctive <br />Management model to OPSTUDY. The WAP update should focus on just a few alternatives <br />instead of reviewing all 13 again. Duane Hovorka reminded the group that it had planned to <br />have a project sponsor for each project. The WAC discussed the 2009 objective being to identify <br />how to get it done after 2009 with project sponsors identified to take it forward. Mike Besson <br />felt that there is value for an outside consultant helping with this because there are different <br />interests that need to be represented. The ED Office will better define what it means by <br />"reconnaissance" versus "feasibility ". A future WAC meeting needs to be dedicated to digging <br />into the old documents used for WAP update. <br />Feasibility Studies for projects recommended from WMS Phase II — Feasibility studies will <br />follow based on recommendations from Boyle's WMS Phase II work. <br />Water Acquisition — Money may not be spent, just available for if opportunities come along. <br />Pulse Flow Bypass — Money may not be spent, just available for potential power interference or <br />damage to District facilities. <br />Water Quality Monitoring Implementation — Being covered under the AMP. <br />Lower Platte Stage Change Study — Being covered under the AMP. <br />Public Comment <br />No public. <br />Additional Business <br />Locations for the 2009 WAC meetings need to be identified, with locations rotating throughout <br />the states and in- person meetings for the immediate future. Official meeting minutes will be <br />compiled as action item minutes for the public and website and the ED Office will maintain <br />working meeting notes which capture more detail and will be distributed to the WAC and GC. <br />The July and September 2008 meeting minutes will be approved at the November WAC <br />meeting. <br />Page 5 of 5 <br />
