Included in this summary shall be a discussion of how the facilities affect
the municipal and industrial water supply to the City, fish and wildlife,
recreation, water quality and drainage.
The essential element of the Plan of Development shall be to investigate in
detail the existing facilities and any deficiencies as identified by the
previous tasks, especially with regard to the site inspection, and to
formulate alternative solutions to correct noted deficiencies. The analyses
shall include a geotechnical investigation and complete hydrologic and
hydraulic analyses of existing and proposed structures, as well as
descriptions of miscellaneous design considerations. These items are
separated into subtasks under Task 7 for this Scope of Services.
The results of the preceding tasks and the site evaluation work shall provide
the knowledge of existing conditions and shall determine the needs that shall
guide the project team in formulating a range of solutions. The alternatives
derived shall be made as diverse as possible to assure that the broadest range
of solutions are examined. The alter es shall generally be related to
different methods of improving t y a d seepage control of the
embankment, and upgrading the wo with various means of
improving flood routing capabiliti s.
Initially, the alternatives s be defined and designed only to a
reconnaissance level of detail . Enough analysis regarding the structural,
hydrologic, and hydraulic capability will be performed to assure that the
alternatives are functional and practical. Sketches and basic layouts shall
be drawn up to describe the alternatives, and cost estimates shall be
prepared. Cost estimates shall include a 25% contingency to cover
miscellaneous costs and unlisted construction items.
The alternatives developed at this stage of the feasibility study will be
related only to rehabilitative solutions. Alternative courses of action, in
lieu of actually carrying out the rehabilitation, shall be considered under
Tasks 8 and 9.
- 5 -
