Included in this summary shall be a discussion of how the facilities affect <br />the municipal and industrial water supply to the City, fish and wildlife, <br />recreation, water quality and drainage. <br />The essential element of the Plan of Development shall be to investigate in <br />detail the existing facilities and any deficiencies as identified by the <br />previous tasks, especially with regard to the site inspection, and to <br />formulate alternative solutions to correct noted deficiencies. The analyses <br />shall include a geotechnical investigation and complete hydrologic and <br />hydraulic analyses of existing and proposed structures, as well as <br />descriptions of miscellaneous design considerations. These items are <br />separated into subtasks under Task 7 for this Scope of Services. <br />The results of the preceding tasks and the site evaluation work shall provide <br />the knowledge of existing conditions and shall determine the needs that shall <br />guide the project team in formulating a range of solutions. The alternatives <br />derived shall be made as diverse as possible to assure that the broadest range <br />of solutions are examined. The alter es shall generally be related to <br />different methods of improving t y a d seepage control of the <br />embankment, and upgrading the wo with various means of <br />improving flood routing capabiliti s. <br />Initially, the alternatives s� be defined and designed only to a <br />reconnaissance level of detail . Enough analysis regarding the structural, <br />hydrologic, and hydraulic capability will be performed to assure that the <br />alternatives are functional and practical. Sketches and basic layouts shall <br />be drawn up to describe the alternatives, and cost estimates shall be <br />prepared. Cost estimates shall include a 25% contingency to cover <br />miscellaneous costs and unlisted construction items. <br />The alternatives developed at this stage of the feasibility study will be <br />related only to rehabilitative solutions. Alternative courses of action, in <br />lieu of actually carrying out the rehabilitation, shall be considered under <br />Tasks 8 and 9. <br />- 5 - <br />
