At this stage of the study, the communication and coordination with the
technical staff of the City and CWCB is essential to ensure that the
characteristics of each potential solution are adequately defined. MKE shall
prepare a brief interim report to document the background and development of
the alternatives for the project to this point.
The second phase of the alternative selection process under this task shall be
to compare and examine the alternatives in relation to the suitability for
project implementation. Reconnaissance -level cost estimates shall be made,
taking into account a wide range of contingencies. At this stage, the long-
term operation and maintenance advantages and disadvantages shall also be
reviewed. Judgmental values shall be applied in regard to assessing the dam's
safety and long -term liability, even though such factors may not be directly
quantifiable.
The City, CWCB, and the MKE project team s 1 conduct meetings which will
lead to a mutual agreement as to which a ive o carry forward on this
project. Sub- alternatives or integr the 1 tives may result from
this process. y
The final step in this task shall ' proceed to the feasibility design
phase, based on the results of the w lternative selection process outlined
above. Further detailed analyses shall be made regarding the structural and
hydraulic elements. Checks shall be made on earlier criteria and assumptions,
and the design shall be advanced to a feasibility level. Test results and
strength parameters shall be reviewed and additional stability analyses will
be performed as necessary. Spillway and dam modifications shall be compared
in greater detail and outlet works design refined.
Layouts and drawings shall be prepared to meet CWCB report standards. New
cost estimates shall be prepared based on a more detailed computation of
quantities and unit prices.
The plan developed under this task shall become the preferred plan for repair
and rehabilitation to be used in the remainder of the feasibility analysis for
this project.
