SECWCD <br />March 17, 2005 <br />3 <br />RECORD OF PROCEEDING <br />Mr. Musgrove reported Reclamation is currently releasing 5 cfs of Project water form Turquoise <br />Reservoir for storage in Pueblo Reservoir. Over the winter Reclamation moved a total of 5,715 <br />acre -feet of water from upper reservoirs to Pueblo Reservoir. The Ruedi crew is planning to start <br />opening the roads to the collection system on March 30. Reclamation plans to have the system <br />accessible by May 1. <br />U.S. GEOLOGICAL SURVEY REPORT: <br />Mr. Edelmann reported as the result of reservoir releases during the past week, flows in the <br />Arkansas River through Pueblo are above average historical flows. As a result of these increased <br />flows and sediment deposition from Fountain Creek, the Arkansas River has backed flows up <br />into the tributary that discharges water from the HARP and Runyon Lake. Therefore, the stream <br />gage located near the mouth of the tributary that is being operated as part of the Pueblo Flow <br />IGA currently is not providing accurate discharge. <br />Mr. Edelmann reported during the past month, the USGS sampled 15 sites for dissolved solids <br />(salinity) as part of our cooperative program with PSOP, and for selenium, uranium, and E -coli <br />bacteria as part of a cooperative program with the Lower Arkansas Valley Water Conservancy <br />District. <br />Mr. Edelmann reported a report done in cooperation with the Upper Arkansas Water <br />Conservancy District describing the hydrogeology and quality of ground water in the Upper <br />Arkansas River Basin between Buena Vista and Salida is in the final phases of approval. Some <br />of the major findings are: <br />1. Current and projected (2030) ground water withdrawals by domestic and household wells <br />is estimated to be less than one percent of the estimated 472,000 acre -feet of recoverable <br />ground water in the upper 300 feet of the land surface; <br />2. The apparent mean age of ground water recharge varied from more than 48 years to about <br />1 year, the older age water occurred in discharge area; and <br />3. Ground water in the alluvial - outwash and basin -fill deposits generally was of high quality <br />with less than 250 mg/L of dissolved solids and less than 1 -2 mg/L of nitrate. <br />PERSONNEL COMNHTTEE REPORT: <br />Mr. Bailey reported the Personnel Committee met March 16 to discuss the benefit package.
