SECWCD <br />March 17, 2005 <br />2 <br />RECORD OF PROCEEDING <br />Yohey, Kiowa County Commissioners office; Roy Heald, Stratmoor Hills Water <br />District/Fountain Valley Authority; Doris Morgan, Senator Allard's office; Donald Saling and <br />Steve Harrison, Pueblo West Metro District; Rod Baird, La Junta Tribune Democrat; and Gene <br />Schleiger, Northern Colorado Water Conservancy District. <br />APPROVAL OF MINUTES: <br />President Everett asked if the members of the Board had received their copy of the minutes of <br />the February 17, 2005 Board meeting, and if there were any corrections or additions. Hearing <br />none, Mr. Aschermann moved, seconded by Mr. Long, to approve the minutes. Motion <br />unanimously carried. <br />FINANCE COMMITTEE REPORT: <br />Mr. Reynolds reported the financial report for the month of February 2005 was mailed to the <br />Board. Mr. O'Donnell moved, seconded by Mr. Goodwin, to approve the financial report for <br />February and approve payment of the March bills. Motion unanimously carried. <br />DIVISION ENGINEER'S REPORT: <br />Steve Witte reviewed the reservoir contents and the most recent Daily Report of the river <br />readings for 3/16/05. The current river call is Fort Lyon #1 4/15/1884. <br />Mr. Witte reported the Winter Water Program ended at midnight 3/14/05. The preliminary <br />number is 116,464 acre -feet in storage. In 2004 the Winter Water Storage ended up with 81,000 <br />acre -feet, and the 5 -year average is 125,570 acre -feet. The final Winter Water Storage Program <br />report will be mailed out by the end of the week. <br />Mr. Witte reported the Board of Water Works of Pueblo approved the lease of 2,000 acre -feet as <br />part of the strategy to deliver water to the Offset Account to significantly reduce the apparent <br />deficit of usable stateline flows over the period 1997 -2002. Cooperation of several different <br />entities has been secured to move the entire quantity to John Martin Reservoir using trades and <br />exchanges. This initial operation should be completed before the end of March. <br />Mr. Witte said he and his staff are reviewing 8 or 9 Rule 14 Replacement plans that have been <br />submitted by well associations for 2005, with the intent to have the review completed by the end <br />March. <br />U.S. BUREAU OF RECLAMATION REPORT: <br />Mr. Musgrove reported as of March 14, there was 142,423 acre -feet of water stored in Pueblo <br />Reservoir, 76,906 acre -feet of Project water, 18,022 acre -feet of stored If & When space, 40,557 <br />acre -feet of Winter water, and 5,771 acre -feet of carryover Winter water. <br />Mr. Musgrove said there is currently 180,043 acre -feet of Project space in Pueblo Reservoir, and <br />55,330 acre -feet of Project space available in the Turquoise and Twin Lakes Reservoirs. <br />
