Article 13 of the District's <br />repayment contract provides the District "the use and benefit of <br />the project water supply . . . for the purpose of supplying the <br />lands of the District, ". Article 29 provides that "the right is <br />retained by the United States to use the Vallecito Dam and <br />Reservoir for flood control and other purposes not inconsistent <br />with any rights acquired therein by the District . .". <br />-.k� <br />
