Article 8.a. of the District <br />repayment contract provides that "the District shall have the <br />permanent right to use and dispose of project water subject to <br />the right of the United States to exercise control thereover for <br />flood control, recreation, and fish and wildlife purposes <br />consistent with the authorized project plan." <br />
