Within 10 days of receipt of $91,00o from the Cooperating <br />Partners the Project Manager shall organize a multi, - disciplinary <br />planning team (Team) made up of Reclamation staff for the <br />development of the Program Plan. <br />6. a. As a means of guiding the performance of the Project <br />Manager, securing effective cooperation and .interchange: of <br />information, and of providing consultation on a prompt and <br />orderly basis among the Basin States in connection with various <br />administrative and technical matters which may arise from time to <br />time in connection with the Agreement, a Steering Committee is <br />hereby established consisting of a representative from each of <br />the Basin States and a representative from Reclamation. <br />The Steering Committee shall act in accordance with the following <br />provisions, as well as other provisions which it may from time to <br />time implement as long as such provisions are consistent with the <br />terms of this MOU: <br />1). Each Basin State shall have one duly authorized <br />representative on the Steering Committee. The <br />representative must be vested with authority to make <br />requisite decisions within the scope of this MOU. Each <br />Basin State may have an alternate (such as the Upper <br />Colorado River Commission, Central Arizona Water <br />District, or Metropolitan Water District of Southern <br />California) to act as its representative on the <br />Steering committee in the absence of the regular <br />member. Such alternate shall have all the authority <br />granted to the authorized representative. <br />2). Each Basin State and Reclamation can invite <br />representatives from related agencies to attend <br />Steering Committee meetings to facilitate constructive <br />input and exchange of information. However, invited <br />representatives shall not participate in the Steering <br />Committee decision making process. <br />3). The chairman of the Steering Committee shall be <br />Reclamation's representative. The chairman shall be <br />responsible for calling and presiding over meetings of <br />the Steering Committee. The chairman shall promptly <br />call a meeting of the Steering Committee at the request <br />of any member, but shall provide reasonable advance <br />notice of the time and place of the meeting. The <br />chairman shall prepare written meeting notes of all <br />meetings and distribute them to each <br />Steering Committee representative, and <br />Cooperating Partner within a reasonable time <br />11 <br />
