Every reasonable attempt will be made to obtain <br />consensus among all representatives on issues that come <br />before the Steering Committee. However, in the avant <br />that consensus is not achieved, the Project Manager <br />shall consider the positions of each of the <br />representatives in deciding an appropriate course of <br />action. <br />5). Any decision may be made by the Steering Co=ittee <br />in an assembled meeting or, upon consent of all <br />Steering Committee members, after the representatives <br />have had an opportunity to consult with one another, by <br />telephone /faxogram, telegraph, telex, letter, or by any <br />combination thereof. <br />b. The Steering Committee shall have the following duties <br />and responsibilities, as well as other duties which it may from <br />time to time agree to undertake, as long as such duties are <br />consistent with the terms of this MoU: <br />1) . Monitor the progress of development and completion <br />of the Program Plan. <br />2). Provide liaison among the Basin States, and the <br />Project Manager with respect to development of Program <br />Plan. <br />3). Review, discuses, and attempt to resolve any <br />disputes among the Basin States arising under the <br />Agreement and this MoU. <br />4). Provide direction to the Project Manager with <br />respect to the development of the Program Plan. <br />5). Review, and provide direction to the Project <br />Manager, regarding changes to the schedule, and scope <br />of work. <br />6) . Review and comment on drafts of documents <br />developed for the Program Plan. The Project Manager <br />shall consider incorporating, as directed by the <br />Steering Committee, all comments in preparing the final <br />documents. Drafts of documents shall be released to <br />the public only as directed by the Steering Committee <br />or as required by law. <br />12 <br />
