On April 30, 1959, the Colorado Water Conservation <br />Board, the official state agency charged with protecting <br />and developing Colorado water resources, the Colorado <br />- River Conservation District and the Southeastern Colo- <br />rado Water Conservancy District adopted the Operating <br />Principles covering the operation of the Fryingpan -Ar- <br />kansas Project. On Dec. 9, 1960 these agencies amended <br />the operating principles to include the Ruedi [dam and <br />E Reservoir. <br />The Operating Principles assure.- <br />I. Maximum conservation and use of diverted waters. <br />2. The protection of all existing water rights in the Arkansas River Basil-I. <br />3. The protection of Western Colorado water uses, both existing and potential, <br />4. The preservation of recreational values. <br />A replacement reservoir (Rue di) of 100,000 acre feet is being constructed on the Fryingpan <br />River, about- 16 miles above the town of Basalt to provide water for replacement and other <br />beneficial uses on the western slope. <br />The project has the wholehearted support of Arkansas Valley residents. They have cooperated <br />to the fullest extent and have organized a conservancy district under Colorado laws to con- <br />tract with the Federal government for repayment of project costs and services. <br />
