1. The official water agencies of the areas affected by the Fryingpan - Arkansas Diversion <br />are united in their approval of the Project. They are the Colorado Water Conservation <br />Board, the official state agency, the Colorado River Water Conservation District, <br />the Southwestern Colorado Water Conservation District, and The Southeastern Colorado <br />Water Conservancy District. <br />2. The Fryingpan - Arkansas Project is a self- contained reclamation project and in no way <br />implies that it is the first step in the further diversion of water from Western Colorado. <br />3. There is an established and critical need in the Arkansas Valley for supplemental sup- <br />plies of water for irrigation and municipal use. The Fryingpan - Arkansas Diversion is <br />the only source from which these supplemental supplies can come. <br />4. The Project is feasible from an engineering standpoint ... economically justified .. . <br />and financially sound. <br />5. The "Operating Principles," a part of the bill by reference, gives priority to Western <br />Colorado water users. <br />6. The "Operating Principles" provide for the protection and preservation of Western <br />Colorado recreational values. <br />T. The Project will not impair the future growth of Western Colorado. <br />8. The project will not affect Colorado's ability to pass Colorado River flows sufficient to <br />meet its obligations to lower states under the terms of the Colorado River Compact. <br />
