I (ii) The authority of Secretary to request appropriations to <br />2 implement the capital projects for the San Juan River Basin <br />3 Recovery Implementation Program shall expire in the year 2007 <br />4 unless reauthorized by an Act of Congress. <br />5 (c) NON - FEDERAL CONTRIBUTIONS TO CAPITAL PROJECTS.- - <br />6 (i) The Secretary, acting through Reclamation, may enter into <br />7 agreements with the Upper Division states, political subdivisions <br />8 or organizations within the Upper Division states which contribute <br />9 to the payment of capital project costs. Such non - Federal <br />10 contributions may include cash, interests in land and water, or in- <br />11 kind services and shall not exceed $17,000,000. <br />12 (ii) The Secretary may utilize power revenues collected pursuant to <br />13 the Colorado River Storage Project Act to carry out the purposes of <br />14 this Act. Such funds shall be treated as reimbursable costs <br />15 assigned to power for repayment under Section 5 of the Colorado <br />16 River Storage Project Act, and shall not exceed $17,000,000. Such <br />17 funds shall be considered a non - Federal contribution for the <br />18 purposes of this Act. Further, notwithstanding the of subsections <br />19 (c)(i), initial funding under this subsection may be provided <br />20 through a loan or loans from the Colorado Water Conservation <br />21 Board Construction Fund (37 -60 -121 C.R.S.), and the Secretary is <br />22 authorized to repay such loan or loans from power revenues, <br />23 subject to an agreement between the Colorado Water Conservation <br />24 Board and the Secretary of Energy. <br />25 (iii) All contributions made pursuant to subsection (c)(i) and (c)(ii) <br />26 shall be in addition to the cost of replacement power purchased due <br />27 to modifying the operation of the Colorado River Storage Project; <br />28 of the capital value of the long -term lease of water from Ruedi or <br />
