I Wolford Mountain reservoirs in Colorado; or of similarly specified <br />2 costs borne for capital projects, not to exceed $27,000,000. <br />3 (d) BASE FUNDING. -- The Secretary may utilize power revenues <br />4 collected pursuant to the Colorado River Storage Project Act for the <br />5 annual base funding contributions for the Recovery Implementation <br />6 Programs by Reclamation, the Service and Indian Affairs. Such funding <br />7 will be treated as non - reimbursable and as having been repaid and returned <br />8 to the general fund of the Treasury as costs assigned to power for <br />9 repayment under Section 5 of the Colorado River Storage Project Act. <br />10 (i) For the Recovery Implementation Program for the Endangered <br />11 Fish Species in the Upper Colorado River Basin, such <br />12 contributions shall not exceed $4,000,000 per year. <br />13 (ii) For the San Juan River Recovery Implementation Program, <br />14 such contributions shall not exceed $2,000,000 per year. <br />15 These limits on the annual contributions to base funding will be adjusted <br />16 for inflation. Any transfer of funds within these limits to the Service shall <br />17 not be subject to transfer fees. No later than December 31, 2010, the <br />18 Secretary shall submit a report on such utilization of power revenues to the <br />19 Subcommittees on Energy and Water Development for the Senate and <br />20 House Committees on Appropriations and making a recommendation <br />21 regarding the continued need for such funding as may be required to fulfill <br />22 the goals of the Recovery Implementation Programs. Nothing in this Act <br />23 shall otherwise modify or amend existing agreements among participants <br />24 regarding base funding and depletion fees for the Recovery <br />25 Implementation Programs. <br />26 (e) AUTHORITY TO RETAIN APPROPRIATED FUNDS. - -At the end <br />27 of each fiscal year any unexpended appropriated funds for capital projects <br />28 shall be retained for use in future fiscal years.
