1 annual funding provided under the terms of the 1988 Cooperative <br />2 Agreement and the 1992 Cooperative Agreement. <br />3 (1) the term "recovery actions other than capital projects" includes short- <br />4 term leases and agreements for interests in land, water, and facilities; the <br />5 re- introduction or augmentation of endangered fish stocks; and the <br />6 removal, translocation, or other control of non - native fishes. <br />7 Section 4. AUTHORIZATION TO FUND RECOVERY PROGRAMS.- - <br />8 (a) COST OF CAPITAL PROJECTS. - -The costs of the capital projects <br />9 undertaken for the Recovery Implementation Programs shall not exceed <br />10 $120,000,000. <br />11 (i) For the Recovery Implementation Program for Endangered Fish <br />12 Species in the Upper Colorado River Basin through the year 2003, <br />13 such costs shall not exceed $102,000,000. <br />14 (ii) For the San Juan River Recovery Implementation Program <br />15 through the year 2007, such costs shall not exceed $18,000,000. <br />16 (iii) These costs will be adjusted for inflation. The total non- <br />17 Federal contributions and credits to these costs shall not exceed 50 <br />18 percent. <br />19 (b) AUTHORIZATION FOR APPROPRIATIONS FOR FEDERAL <br />20 PARTICIPATION IN CAPITAL PROJECTS. - -There is hereby authorized <br />21 to be appropriated to the Secretary, acting through Reclamation, <br />22 $60,000,000 to undertake capital projects pursuant to this Act. Such funds <br />23 shall be considered a non - reimbursable Federal expenditure. <br />24 (i) The authority of the Secretary to request appropriations to <br />25 implement capital projects for the Recovery Implementation <br />26 Program for Endangered Fish Species in the Upper Colorado River <br />27 Basin shall expire in the year 2003 unless reauthorized by an Act <br />28 of Congress. <br />
