Department of Natural Resources <br />DRAFT - Layoff Matrix <br />June 2009 <br />G� <br />DEPARTMENT OF <br />NATURAL <br />RESOURCES <br />Consistent with the Policies and Rules of the State Personnel System, the Department of Natural Resources is publishing the layoff decision "matrix" <br />required by the State Personnel Board. The matrix, which is used to rank individuals within the same three -year time band, will include performance as <br />determined by annual performance ratings, weighted 80 %; and organizational location, weighted at 20 %. <br />Performance. This will be determined in accordance with Rule 7 -11 effective October 1, 2007. The employee's annual performance ratings for <br />the last three years are assigned a relative value, which is then averaged. The following relative values are assigned to each adjectival rating: <br />Rating <br />Outstanding <br />Commendable <br />Fully Competent <br />Satisfactory <br />Relative Value <br />50 <br />40 <br />30 <br />30 <br />Unsatisfactory 0 <br />Note: If an employee does not have a performance rating for any of the past three years, any missing rating is considered to be the average of <br />the numerical values assigned to the available ratings in the past three years. <br />Organizational Location. This assigns a value to the organizational location of work of each employee in relation to the organization where the <br />layoff is initiated. The following values are assigned based upon the organization to which the employee's position is assigned: <br />Located outside the division in which the layoff is 10 <br />initiated <br />Located outside the section (but within the same 5 <br />division) in which the layoff is initiated. <br />Located in the section and division in which the 0 <br />layoff is initiated <br />
