PROCEDURE <br />Each of the values determined for performance and organizational location are converted to a 100 point scale. Performance is then weighted 80% and <br />organizational location is weighted 20 %. The two weighted amounts are then combined to comprise the total matrix value. <br />Example: Employee A and Employee B are in the same three -year time band. <br />Ties: If after applying the performance /location matrix, a tie were to result between two or more employees in the same three -year time band, each of <br />the following factors, in order, will be applied until the tie is broken. <br />Tied employees are ranked by state service date, with earliest start date resulting in the highest rank. <br />2. Tied employees are ranked by taking into account the affirmative action program established by the State Personnel Director pursuant <br />to 24 -50 -101 (3) (e), C.R.S. <br />Note: The matrix is only used to rank employees within a single three -year time band. Employees in higher three -year time bands have retention rights <br />to positions held by employees in lower three -year bands regardless of the matrix factors. Employees with lower matrix rankings in the time band must <br />be displaced before employees with higher matrix rankings, except, as set forth in art.
