In 1993, a revision of the state personnel job evaluation. <br />system was implemented by the Department of Personnel, Human <br />Resource Division (DOP /HR), which resulted in reducing in the total <br />number of classes and combined some former class series into single <br />series. Prior to 1993, the EnPS and PSR /S series were comprised of <br />several other series that were combined into these two series. <br />(Complaint, p. 3, 16; Rec., Vol. XV, p. 7292.) <br />In March, 1998, a proposal to lower the pay grades for classes <br />in the EnPS and PSR /S series was published by the Department as <br />JEL- 98 -11, Notice of Proposed System Changes. (Rec., Vol. I, pp. <br />1 -11.) As a result of the proposal, all of the Employees' salaries <br />were to undergo a downward grade adjustment, as described in JEL- <br />98 -11. Id. <br />The Employees filed timely appeals of JEL -98 -11 to the <br />Director (Rec., Vol. I, pp. 15 -281; Vol. II, pp. 298 -919), raising <br />as issues, inter alia, the actions of DOP /HR are contrary to <br />applicable statutes; the manner in which the study was conducted <br />and implemented reflected bias; that a study to reduce salaries in <br />the EnPS and PSR /S series should not have been used to address <br />problems with salaries for engineering classes; language in the <br />cover letter for salary data requested from other states <br />predisposed survey participants to provide lower -level data than <br />they would have without the implication of desired results; the <br />E <br />
