study, including the design, content, data, analysis, <br />interpretation, and conclusions, was flawed throughout; Fox Lawson <br />and Associates, the firm which conducted the audit of the salary <br />relationship information study performed by the DOP /HR, found <br />DOP /HR was inconsistent in their use of salary setting procedures <br />and conduct of this study; DOP /HR failed to include "bench mark" <br />comparisons to jobs in the federal system, a viable market <br />competitor; and the study results should have resulted in <br />"redlining" of salaries, rather than "save pay." Id. <br />The Department, represented by General Support Services, filed <br />a position statement in support of the Job Evaluation System <br />Publication Decision. (Rec., Vol. XV, pp. 6849 - 7291.) <br />The Director issued the Director's Decision of System <br />Maintenance Appeal (hereinafter "Director's Decision ") (Rec., Vol. <br />XV, pp. 7292 - 7309), copy attached hereto as Appendix A, on June 24, <br />1998, in which he rejected the Employees' claims and upheld the <br />action of the Department. The Employees are appealing the <br />Director's Decision.
