When drought begins to emerge <br /> the assessment system will be activated by the Governor's <br /> Memorandum,see Appendix 4. The Governor' s Memorandum is <br /> issued when Water Availability Task Force notes the develop- <br /> ment of drought on any of the State's main river basins <br /> (-2.0 on the "Palmer" or "Water Availability"Indexes) . The <br /> response system functions through established channels until <br /> the Inter-agency Coordinating Group is activated by the <br /> Governor's Proclamation of drought emergency shown at Appendix 5, <br /> which is generated when the Review and Reporting Task Force <br /> indicates the existence of emergency conditions; that is, when <br /> significant unmet needs exist that cannot be dealt with through <br /> normal channels. <br /> The organization of State Government to carry out the assessment <br /> and response functions is shown at Appendix 6, Task Organization. <br /> B. Tasking. Since two separate systems comprise the overall Drought <br /> Plan, tasks to be carried out by State Agencies are listed below <br /> under both systems - ASSESSMENT and RESPONSE. <br /> ASSESSMENT <br /> All Departments of State Government: l' <br /> a. Designate a Departmental Drought Coordinator. <br /> b. Provide personnel and resources to Drought Task Forces <br /> as indicated in TASK ORGANIZATION, Appendix 6. <br /> Task Forces: <br /> TF #1 - Water Availability (see Annexes A and C for additional <br /> details) : <br /> - Make assessments and projections (in comparison to <br /> the historical norm) on: <br /> o Snowpack <br /> o Soil moisture <br /> o Reservoir levels <br /> o Ground water levels <br /> o Precipitation <br /> o Temperatures <br /> o Stream flows <br /> - Select or develop specific formats for reporting of <br /> the above assessment and projection information. <br /> - Determine requirements for routine and special reports. <br /> • - Synthesize data to provide Impact Task Forces (below) <br /> with water availability/shortage estimates by river <br /> basin. <br />
