Drought Impact Project <br /> Major Tasks <br /> The drought impact project is a multiagency project in which <br /> the response of State government to a drought emergency will be docu- <br /> mented and the roles of the participating State agencies will be <br /> specified. The design of the State government response will be <br /> such that the authoritites and responsibilities of local entities <br /> are respected and a mutually acceptable partnership with the Federal <br /> agencies is established. Maximum participation by all interested <br /> public and private parties will be encouraged. <br /> The end products of the project will be a drought emergency chapter <br /> for the State's Emergency Preparedness Plans and an improved water avail- <br /> ability monitoring system. If the present drought continues, the drought <br /> emergency chapter will receive its first field test this spring and summer. <br /> The major tasks in the project are: <br /> 1 . Identify and coordinate the actions to be taken by State agencies <br /> a. on an ongoing basis <br /> b. in the early stages of drought <br /> c. In a drought crises <br /> 2. Define State' s response to and the resources needed for impacts <br /> related to: <br /> a. human and animal suffering, danger to health, and property <br /> loss due to fire. <br /> b, economic injury to individuals, commerce,and local and State <br /> governments. <br /> 3. Identify Federal programs which can provide assistance in: <br /> a. suffering, health, and loss <br /> b. economic injury' <br /> assure maximum dissemination of information to prospective users and <br /> provide assistance to those making application. <br /> 4. Work out an agreement with the Federal Emergency Management Agency <br /> (FEMA) which specifies the State's responsibilities in terms of <br /> actions, resources to be employed, areas of need for special <br /> assistance from Federal agencies and how and when Federal aid <br /> would be made available. <br />
