between Halligan and Seaman. Using the SVM, the flow management alternatives will be <br />continuously evaluated against the objectives using the performance metrics. There will be <br />regular coordination with the entire SVP team to gather additional input and ensure that the <br />evolving alternatives address objectives in appropriate ways. These iterations may also lead to <br />revisions of the performance metrics. Again, these activities and outputs will be documented on <br />the project blog. <br />In addition to alternatives for the features and operations of the reservoirs, the SVP process will <br />involve development of an adaptive management plan. Mark Lorie and Bill Werick will begin <br />developing a draft adaptive management plan so that it is ready for consideration in Workshop <br />#2. The adaptive management plan will be based on uncertainties and data needs associated with <br />the SVM and performance metrics. The plan will draw on existing activities (e.g., state agency <br />programs) to the extent possible. Mark and Bill will collect information from SVP team <br />members and available information from other organizations in order to develop the draft <br />adaptive management plan. <br />Prior to Workshop #2, a full evaluation and comparison of the draft flow management <br />alternatives using the objectives, performance metrics, and selection criteria from the rules of <br />engagement will be developed. The purpose of this evaluation and comparison is to demonstrate <br />how the decision criteria can be implemented, highlight where there are contradictions or <br />ambiguities, and describe what the tradeoffs are likely to be. The evaluation and comparison <br />will be summarized in a brief document and a slideshow that will be distributed prior to the <br />workshop. Summaries of progress on this task will be posted to the project blog. <br />Workshop #2 <br />In the second two-day workshop, the SVP team will apply their performance metrics and <br />decision criteria to do a preliminary ranking of draft flow management alternatives. The <br />workshop will begin with detailed presentations from Bill Werick or Mark Lorie on the decision <br />criteria, how they can be used, and our preliminary evaluation of the flow management <br />alternatives. Then the team will debate the decision criteria and the draft alternatives so that <br />issues can be resolved. Functions in the SVM will be developed in order to support these <br />discussions, including weighting or prioritizations of the objectives and decision criteria, and <br />charts and displays of comparisons and rankings. <br />The team will decide whether there are needed changes to the decision criteria and their <br />performance metrics. In addition, the team will select a subset of the draft flow management <br />alternatives (up to three) to be refined for further consideration. The team will identify problems <br />with these alternatives to guide further improvements. <br />In addition, the team will review and discuss the draft adaptive management plan and consider <br />potential revisions and refinements. <br />Workshop notes will be drafted and distributed to the SVP participants. The notes will be <br />revised based on input from the team. <br />0 <br />
