agree to the rules during this workshop. 'The rules of engagement will include the general <br />rules for decisions about the SVP process and criteria for eventual selection of an <br />alternative. <br />• Draft instream flow management objectives and performance metrics — the objectives <br />will describe what the SVP team is trying to achieve with flow management and the <br />metrics will provide quantified measures of performance against those objectives; <br />• Evaluating the draft SVM and deciding on revisions and responsibilities — the team will <br />decide on general needs for model revision, identify key areas of expertise that are <br />needed and who is responsible, and the process for participating in the model revision <br />process for the remainder of the project. <br />For all of these discussions, Bill Werick and Mark Lorie will be prepared to facilitate the <br />discussion using input received during previous meetings/discussion and our knowledge of <br />successful SVP elements. <br />Within one week after the workshop, Bill Werick and Mark Lorie will distribute draft workshop <br />notes to the goup. The notes will not contain detailed minutes of the workshop, but will <br />summarize major discussions, list all key decisions, and describe next steps and actions. The <br />workshop notes are intended to document the major outcomes of the workshop that will be <br />important for subsequent activities and eventual success. The draft will be revised based on input <br />from the team. <br />SVM Revisions <br />Workshop #1 will provide key inputs to guide subsequent model revisions. Mark Lorie will <br />work closely with Bill Werick and the core modeling team to implement the recommended <br />revisions and input the draft performance metrics. SVM revisions will require regular meetings <br />with the core modeling team, and several iterations of comparison between the SVM and <br />MODSIM outputs. Transparency during this phase will be very important and Mark Lorie will <br />make full use of the proposed project blog. Updates to the blog will summarize progress on <br />SVM revisions including descriptions of changes and chart/graphics depicting the results. <br />At the same time, Mark will add algorithms to the SVM for the proposed performance metrics as <br />well as the first iteration of performance metrics to the SVM as soon as possible after Workshop <br />#1. This should be done within two-three weeks after the workshop, depending on the quantity <br />and complexity of the metrics proposed. In a series of ineetings with stakeholders, results of the <br />preliminary performance metrics will be presented so that they can be reviewed and revised if <br />necessary. There will be additional opportunities for revision throughout the rest of the project. <br />All of these activities will be summarized and documented on the proposed project blog. <br />Develop and Evaluate Flow Management Alternatives <br />An initial set of flow management alternatives will be developed in order to improve <br />performance against the proposed objectives. The alternatives will include modification of <br />Halligan and Seaman Reservoir capacities and compartment ownership, the sharing of water <br />rights between storage partners, shifting of Halligan space to Seaman space for Fort Collins and <br />the TriDistricts, and changes in the operating rules for Halligan to better meet streamflow targets <br />5 <br />
