. <br />Final Flow Management Alternatives <br />Decisions made in Workshop #2 will determine how the final flow management alternatives are <br />refined for final consideration. As a first step, the decision criteria and SVM performance <br />metrics, will be revised based on workshop outcomes. Any SVM revision will be reviewded <br />with the SVP team and post summaries to the project blog. <br />Revisions to the final set of alternatives will improve performance against the metrics and better <br />address the overall decision criteria. Changes made will be based on feedback from the SVP <br />team. As with the draft alternatives, there will be a complete evaluation of the final flow <br />management alternatives using the performance metrics and decision criteria. In addition, Mark <br />and Bill will work with the core modelers for final comparisons of the SVM and MODSIM for <br />this final set of alternatives. Summaries of on-going revisions will be posted to the project blog. <br />Draft Report and Implementation Plan <br />As Workshop #3 and the conclusion of the project approaches, a final report and implementation <br />plan will be drafted. The draft report will summarize project findings and accomplishments, and <br />will propose potential final rankings based on SVM outputs and the decision criteria. The draft <br />report will be distributed before the final Workshop. The implementation plan will address <br />integration of the flow management alternative with broader project implementation based on the <br />404 permit review and EIS. In addition, the implementation plan will highlight key uncertainties <br />for the final decision and describe an adaptive management plan to address these uncertainties. <br />The implementation plan will be distributed prior to the final workshop. <br />Final Workshop and Agreement <br />Workshop #3 will focus on final decisions. This will be another two-day workshop. By this <br />time, the performance metrics and decision criteria must be finalized. The team will rank the <br />final flow management alternatives based on SVM outputs. Mark and Bill will give <br />presentations on the details of the SVM outputs, comparisons of the alternatives, and potential <br />rankings based on the decision criteria with the goal of initiating debate within the team. The <br />final rankings will be chosen by the SVP team. Minor revisions to the SVM and/or alternatives <br />may be possible. The 1 St day of the workshop will be designed to include structured discussion <br />and activities (e.g., breakout sessions) focused on each element of decision criteria and process. <br />The 2"d day will involve facilitated group discussion of the final ranking and the implementation <br />plan. Mark and Bill will try to bring the group to substantial final agreement on the major issues, <br />with only minor issues outstanding for subsequent work. In addition, they will also collect <br />feedback on the draft report. Workshop notes will be written and distributed as with Workshops <br /># 1 and #2. <br />Final Agreement, Report and Implementation Plan <br />Workshop #3 is intended to result in a final agreement of the selected alternative. Minor issues <br />identified in the workshop, such as minor SVM improvements or slight modifications to the <br />alternatives, will be done immediately after the workshop (within 2-3 weeks).
