the 10825 Project will be provided to Grand River from the chair of each participating Basin Roundtable as <br />a requirement for a study grant that will be secured from the Colorado Water Conservation Board. <br />1.4 Phase 2 Studv Obiectives <br />The objective of the Phase 2 study is to investigate alternatives that can provide the 10,825 Water to the 15- <br />Mile Reach on a permanent basis. The study will provide a preliminary assessment of structural and non- <br />structural 10825 Alternatives that is consistent with the intention of the Steering Committee to use this <br />report as a preliminary step towards the requirements of the National Environmental Policy Act (NEPA.) <br />Additionally, it was understood that the requirements of Section 404(b)(1) Guidelines under the Clean <br />Water Act were to be evaluated for each of the alternatives. GEI advises that this level of detail for all of the <br />alternatives will entail substantially greater engineering design work than is currently envisioned by the <br />Steering Committee during Phase 2 of the study. It is proposed that engineering design studies be completed <br />at a Section 404(b)(1) level only for a limited number of alternatives selected specifically for review in a <br />subsequent phase of work. <br />In the Phase 2 study, the Consultant will develop and evaluate alternatives that meet the following project <br />obj ectives: <br />• Provide a permanent supply of 10,825 acre-feet of water annually to meet the West and <br />East Slope requirements for the Colorado River Recovery Program. The water must be <br />provided to the 15-Mile Reach, in all years, during low flow periods in the summer and <br />fall months. <br />� Do not reduce the water supply or the water yield that is available to any West Slope or <br />East Slope water user. <br />Specifically, the Phase 2 Study is intended to identify, in an un-biased manner, the strengths and weaknesses <br />of a reasonable range of 10825 Alternatives for consideration by the Steering Committee group. The study <br />results will include information to facilitate the selection of a preferred alternative by the Project <br />Stakeholders. The Phase 2 Study will also present technical information that can be integrated into a future <br />NEPA process. <br />1.5 Evaluation Criteria <br />The alternatives will be assessed in the context of evaluation criteria. The evaluation criteria will be <br />selected by the Steering Committee, with guidance from the contractor. It is anticipated the evaluation <br />criteria will include, but not necessarily be limited to, the following: <br />• Constructability <br />• Time to Implementation <br />• Ease of Permitting <br />10825 Phase 2 Scope of Work Revised May 25, 2007 per CWCB request Page 3 <br />
