In 2004, Grand River Consulting completed a study for the River District, Denver Water and Northern <br />Colorado Water Conservancy District: Comparison of Water Supplv Alternatives Associated with the Upper <br />Colorado River Endan�ered Fish Recoverv Pro�ram. The objective of this assessment was to compare six <br />specific 10825 Alternatives that were of interest at the time of the study. Environmental issues, proj ect <br />costs, water yield and other implementation issues were evaluated at a reconnaissance level for each of the <br />six study alternatives. <br />1.3 Current InvestiEations and Proiect Participants <br />At the end of 2006, a broad coalition of East and West Slope water providers agreed to work together to <br />provide a fnal effort to analyze and compare a broader list of alternatives. These alternatives include new <br />and existing structural facilities as well as differing operating scenarios of new and existing reservoir <br />facilities. This comparative analysis was envisioned to be developed in an open, unbiased process in order to <br />potentially build support from across the state to enable an informed and smooth transition into the NEPA <br />process. <br />In February of 2007, Grand River Consulting was directed to begin an updated 10825 alternatives <br />assessment by the River District and Denver Water. A 30-member Steering Committee made up of water <br />supply providers from across the west and east slope was established to direct the study process. A list of <br />the Steering Committee participants is attached to this scope of work. <br />Under the direction of this committee, Grand River Consulting initiated a"Phase 1 Screening Assessment" <br />of an expanded suite of structural and non-structural 10825 Alternatives. This Phase 1 Screening Study will <br />compare and contrast all reasonably identifiable 10825 Alternatives, in a level of detail similar to the 2004 <br />Report. The Phase 1 Screening Study will be completed in April, 2007. This screening study will <br />recommend a specific list of 10825 Alternarives that warrant more detailed analysis and investigation in the <br />Phase 2 Study. <br />A"10825 Work Group" is made up of self selected technical participants from the steering committee. This <br />group has agreed to meet regularly to provide feedback and direction to Grand River Consulting. In order <br />for more direct and effective communication with the consultant, an Executive Committee comprised of <br />representatives of the River District, Denver Water, the Northern Colorado Water Conservancy <br />District and the Southeastern Colorado Water Conservancy District was formed in April. <br />The Phase 2 Alternatives Study outlined herein will be completed for, and under the direction of the 10825 <br />Steering Committee, and under contract with the River District. The Phase 2 Alternatives study is also a <br />joint project of the Colorado, South Platte, Metropolitan Area and Arkansas Basin Roundtables, in that <br />water users represented in each of these Roundtables have responsibility for ensuring the continued <br />compliance with the Programmatic Biological Opinion for the Colorado River Fishes.
