4.2 Stakeholder Communication
To facilitate coordination and open communicarion with the project stakeholders, Grand River will have
regular communication with members of the executive committee, the steering committee, the technical
work group, as well as agencies and additional stakeholders associated with the project. Stakeholder
Communication tasks axe understood to be spread throughout work tasks 4.2 to 4.12 as effective
communication is central to all aspects of the project.
The "Steering Committee" is defined as the entire email distribution attached to this document. The
"Work Group" consists of any members of the Steering Committee who actively participate in the
10825 meetings. The "Executive Committee" is made up of representatives of the Colorado River Water
Conservation District, Denver Water, Northern Colorado Water Conservancy District and Southeastern
Colorado Water Conservancy District along with Grand River Consulting Corpora.tion. T'he Executive
Committee activities are intended to serve as a first level of general review and feedback to the
consultants for material that goes to the entire Steering Committee. The term "Stakeholders" is intended
to broadly include all state and federal agencies, organizations and associations that are interested in the
10825 process and the study. These "stakeholders" axe acting as sources of information for the
consultants.
Four group meetings of the full Steering Committee and the Technical Work Group are planned over the
course of the Phase 2 study. These meetings will be held between Glenwood Springs and Silverthorne to
facilitate convenient participation by all East and West slope members of the group and study team.
Additionally, we anticipate the formation of three distinct technical work groups to address issues that
are identified in Phase 1 of the project. We have planned to host a series of one to three workshops to
work through each topic. Participation will be by smaller subsets of key members of the Technical Work
Group and study team. The three topics concern various issues with alternatives involving 1. Ruedi
Reservoir, 2. C-BT/Green Mountain Reservoir, and, 3. Wolford/Williams Fork Reservoirs These
workshops will also be held in central locations based on equal driving distance for most of the
participants.
Communication will be maintained through meetings, notes, telephone, electronic mail and the project
website. The website will be developed and maintained by Grand River and will be open and
accessible. The Steering Committee specifically decided that the site would not be password protected
in order to ensure transparency in communication throughout the project.
Important information related to the 10825 Alternatives Analysis and the Endangered Fish Recovery
Program will be posted on the site. This information will include information related to specific project
elements and alternatives, institutional and legal issues, meeting notes, and project schedules.
Publication of reports, notes, white papers in hard copy, on CDs and on the web site will be available to
members of the Steering Committee, funding partners, and interested stakeholders. Draft report
materials will be made available in hard copy to the members of the Technical Work Group for
10825 Phase 2 Scope of Work Revised May 25, 2007 per CWCB request Page 9
