Cheryl Wikstrom <br />Blue Lake Homeowners Association <br />October 15, 1997 <br />Page 3 <br />SUNIlVIARY <br />Based on our review, we believe the current operation of the Robinson and Harris and Reed <br />ditches provides for delivery of adequate water to the Blue Lake subdivision. We believe the <br />current operation of these ditches is adequate to allow the homeowners association to develop <br />a non-potable irrigation system for the subdivision. However, there are a few locations on the <br />laterals such as the undersized culvert (Robinson Ditch) that require some improvement. <br />There needs to be a formalized agreement among the users on how the ditches are operated and <br />maintained. We recommend that a detailed map of the ditch system be created to help manage <br />the internal administration of the two-ditch system and to help allocate operation and <br />maintenance costs. <br />There has been adequate water in the ditches such that seepage losses have historically not been <br />a concern.
