Copies of cmails and reports generated by the Colorado Avalanche Inforrnation Center <br /> (CAIC)and other sources for every day that operations are suspended. <br /> 17.The Permit Holder may request in writing an additional period of operation prior to November <br /> I' or past larch 31' of each season provided that Mate suspension criteria have not been <br /> exceeded and the Project Sponsors and Parties have agreed to fund such activities. <br /> 18.Annual reports are due to the CWCB and all Project Sponsors by dune 30th of each year for the <br /> preceding winter's operations. The annual report is subject to change and the CWCB and the <br /> Project Sponsors may request additional data and analysis. <br /> 19.The Permit Holdcr shall suspend seeding operations if <br /> A. rro snow water , tEivalent (SWE thresholds are g&qs-rAW, Snowpack <br /> suspension criteria are required by the State. These values are based on research <br /> program results on impacts to the environment. Keeping snowpack SAVE values <br /> within these numbers keeps snowpack within the natural variability of the local <br /> climate. These criteria are similar in all western states. The Permit Holder shall <br /> suspend seeding operations if of any time the average of the snowpack SWE, at <br /> SNOTBI,sites in and near the target arm,exceeds the thirty year average defined by <br /> the following points: <br /> 1. 175%of average on December I a <br /> 2. 17510 of average on January l <br /> 3. 1 60%of average on February I' <br /> 4. 150%of average on March l <br /> 5. 140%of average on April I <br /> The U.S. Department of Agriculture--Natural Resources Conservation Service - Snow <br /> Survey Program (NRCS) operates a network of i l l SNDTEL sites in Colorado.. The <br /> NRCS maps the tate's snowpack suspension criteria for all SNOTEI, sites on a daily <br /> Fite Transfer protocol (FTP) site for Colorado. The Permit Holder must check this <br /> FRCS F I? site regularly and ordinate with the CWCB to suspend operations when <br /> warranted. <br /> The MRCS is moving the long-term(30-year)average of SNOTEL sites from the 1971- <br /> 2 data to the 1981-201 o data by the end of 2012. The NRCS will update the <br /> snowpack SWE values and mapping that are used for State's seeding suspension <br /> criteria* <br /> As of 2010, the MRCS is using the 1971-2000 snowpack SWE data. The values below <br /> are the actual SW values (black) and snowpack SWE thresholds (red) that will be <br /> monitored and mapped for suspension criteria. The data will also be shown in a spatial <br /> map provided by the NRCS daily via F"rP site.
