purpose of data collection and analysis is to determine the possible extra -area effects of hail cannons. <br />The required data collection and analysis activities are as follows: <br />A. To purchase and maintain a network of Community Collaborative Rain, Hail and Snow <br />Network ( "CoCoRaHS ") rain gauges AND tipping- bucket rain gages with data loggers in <br />the following locations from June 15 to September 15 of each year of the Permit: (1) <br />upwind of the target area; (2) in the target area; (3) downwind of the target area; (4) <br />crosswind of the target area (specifically, north of the hail cannon network); and (5) <br />crosswind (south of the hail cannon network). The CWCB will coordinate with SCF on <br />this task. <br />B. To purchase and install hail pads to collect hail, and to mail the hail pads to the CSU CCC <br />at the end of the operation season for analysis. SCF shall include a date on each hail pad, <br />and replace the hail pads after a hail event. The CWCB will coordinate with local <br />residents to develop downwind hail pads for comparison. <br />C. To coordinate and comply with requests -for other data from the CWCB, and generally <br />maintain a high level of coordination with the CWCB and CSU CCC. SCF will collect <br />data but an independent qualified party will be asked to summarize and report on data <br />periodically. Hail pads will be dated, notes made on the event, and mailed to CSU for <br />periodic analysis. <br />10. The CWCB may examine and audit SCF's daily logs, books, and records of the permitted operation <br />during the period of the Permit, and for two years after the Permit expires. <br />11. SCF's failure to participate in the data collection and provide annual reports, or tampering with data, <br />are grounds for revoking the Permit. <br />12. SCE's annual reports, and any other data and materials supplied to the CWCB, are public records <br />subject to the provisions and limitations of the Colorado Open Records Act. The CWCB will <br />electronically archive documents and data from the public hearing, record of decision, permit, and <br />data collection project, and make these documents and data available to the public. <br />13. SCF shall pay a commercial fee to the CWCB of 2% of the base operating budget for the operation. <br />The typical commercial fee is expected to be approximately $700 annually. In lieu of paying the <br />commercial fee during the first three years of the Permit, SCF shall contribute $2,100 towards the <br />equipment costs of making the rain and hail measurements described herein. <br />14. SCF shall maintain the proof of financial responsibility provided in its Application for Weather <br />Modification Permit during the period of the Permit. SCF recognizes that the CWCB and all other <br />public entities and their officers and employees are immune from liability resulting from SCF's <br />weather modification operations. <br />15. SCF shall not operate the hail cannons if at any time: <br />A. Aircraft are visible above the hail cannons; <br />B. Birds are visible above the hail cannons; <br />C. A storm likely to produce small rain and not hail is over the target area; or <br />3 <br />
