hand knowledge of both these studies and will thus be able to access and integrate this <br />information proficiently and cost effectively. <br />Vulnerability and Potential Losses by Jurisdiction: AMEC assumes that this FEMA <br />requirement will be gathered and analyzed under a separate, yet to be awarded <br />contract. AMEC's role will be to integrate the results of that study into the drought plan. <br />Typically local hazard mitigation plans or drought plans will serve as the basis for <br />estimating vulnerability and potential losses by jurisdiction. The update will need to <br />include adjusting the plan to reflect recent growth and development issues. AMEC <br />assumes that this will also be part of the separate contract. <br />Vulnerability and Potential Losses to State Facilities: AMEC assumes that this <br />information will be gathered and analyzed under the separate contract previously <br />mentioned. AMEC's role will be to integrate the results of that study into the drought <br />plan. <br />Deliverables: Timeframes <br />✓ Updated hazard profile November <br />✓ Integration of Risk Assessment data into plan 2009 - January <br />2010 <br />Task 4: Mitigation and Response Strategy Update <br />3.3 Develop a comprehensive mitigation and response strategy — This is the action plan or guide for <br />the state to follow to effectively and adequately respond in times of water shortages and will involve <br />the following: <br />AMEC will work with the Planning Team to update the mitigation strategy based upon <br />the following information gathered in the planning process: <br />• Updated statewide drought risk assessment, which includes changes in growth and <br />development, recent disasters, and enhanced vulnerability assessments <br />• Assessment of changes and challenges in state and local capabilities since the last <br />update <br />• Analysis of the similarities and differences of the state mitigation plan goals and <br />objectives with local mitigation plan goals and objectives <br />• Analysis of local drought mitigation actions <br />• Analysis of implementation progress of state drought mitigation actions since the last <br />plan update <br />• Analysis of state drought response actions since the last plan update <br />Mitigation Goals and Objectives: AMEC will facilitate a process with the Planning <br />Team to review and update the goals of the 2007 plan. According to FEMA guidance, <br />state plan updates should review local mitigation plans to ensure that state goals and <br />objectives are supportive of local strategies and coordinated so that resulting hazard <br />mitigation actions result in similar ends.
