Public Outreach: AMEC will develop a Public Participation Plan (PPP) as part of the <br />drought plan update. The PPP outlines how and when the public will be involved at the <br />various stages, captures the communications and outreach strategy, identifies specific <br />strategies, and documents what occurred and how public comment was incorporated. <br />Where possible, AMEC recommends promoting outreach on the plan at other meetings, <br />such as upcoming climate workshops for water users. The PPP will be developed <br />collaboratively with the planning team as part of the planning process, with a process <br />facilitated by AMEC. AMEC will also contribute its knowledge of the public input <br />process, and recommend outreach strategies that have been successful in other <br />planning projects, such as hosting public workshops or promoting the plan through <br />existing public meetings and mechanisms. The PPP has been successfully used by <br />AMEC on other mitigation planning projects and helps meet the FEMA DMA public <br />involvement requirements. <br />Meetings and Workshops: AMEC will design and provide materials to support <br />outreach on the plan at a maximum of six public meetings and /or workshops facilitated <br />by CWCB and CDEM staff. These will likely be at various locations around the state. <br />Two of the six meetings will include presentations on the plan update by AMEC staff to <br />the CWCB Board of Directors. An additional four primary Planning Team meetings will <br />be held and facilitated by AMEC. AMEC will provide CWCB with sample invitation <br />letters for meetings and will prepare agendas and other materials. <br />Materials for Website, Newsletters, Etc.: AMEC will assist in providing information, <br />press releases, and text for the CWCB webpage, newsletters, and other materials to <br />publicize the plan. <br />Documentation of the Planning Process: The DMA requires thorough documentation <br />of the planning process. AMEC will meet all requirements outlined in FEMA guidance, <br />including how the Planning Team was formed and participated in the plan update, how <br />each section of the plan was reviewed and updated, how the plan update was prepared, <br />and the roles of any other stakeholders or participants in the plan. The update will also <br />document the effectiveness of the State's efforts to integrate drought mitigation into <br />other State planning efforts since the previously approved plan. AMEC will compile all <br />comments and meeting minutes to distribute to the Planning Team and will work with <br />the Team to address and reconcile any issues as needed. <br />Deliverables: Timeframe: <br />• Public Participation Plan October 2009 <br />• Coordination with stakeholders and other consultants and ongoing <br />• Data collection platform recommendations through the <br />• Materials to support public meetings and workshops project <br />• Text for website, press releases, newsletters, etc. <br />• Four planning team meetings facilitated by AMEC <br />• Two presentations to CWCB Board <br />Task 3: Risk Assessment <br />AMEC understands that there will be a separate contract that involves drought risk <br />assessment that will occur concurrently with the Drought Plan modernization.
