• List of drought contacts (state, regional, local) <br />3.4.7 Internet resources <br />• Links to other drought related resources sites <br />A second part of this task will address the following component of the RFP: <br />3.4.4 Planning Guidance document- a how to guide for drought planning based on CWCB drought <br />planning guidelines. This will be a drought planning 101 guide with some best management <br />practices, mitigation ideas and risk management techniques. <br />AMEC will develop a Drought Mitigation Plan Development Guidance Document <br />(Guidance Document) in coordination with CWCB staff. This document will serve as a <br />reference document providing direction /assistance to Colorado municipal water <br />providers who are developing Local Drought Plans. This Guidance Document will serve <br />as a model template laying out key sections of a Local Drought Mitigation Plan. The <br />document will focus on providing appropriate direction and comprehensive information <br />that Colorado water providers will find useful in developing Drought Mitigation Plans that <br />can be successfully implemented during drought periods. The guidance document will <br />be modeled similar to one developed recently by the State of California. The Guidance <br />Document will include the following, as based on the recommendations from the 2009 <br />Drought Toolbox Scoping Report: <br />Preliminary Drought Planning Guidance Document Components <br />• Water provider drought response contact person <br />• Purpose and background <br />• Goals and objectives <br />• Link drought mitigation with water supply and water conservation planning <br />• Establish drought task force (or water shortage response team) that combines <br />the various organization entities and stakeholders that may influence preparation <br />and implementation of a plan <br />• Plan for coordination with other local, regional, state planning group /agencies <br />• Vulnerability assessment of the water supply system regarding seniority of water <br />rights, reliability of infrastructure, availability of alternative supplies, and flexibility <br />of water demand <br />• Link guidance document to resources can obtain from the drought toolbox and <br />other resources (ie: other State approved Drought Plans, templates, etc) <br />• Drought response stages <br />• Drought indicators and triggers to begin and end each drought response <br />stage <br />• Response actions (supply and demand management) <br />• Specific, quantified targets for water use reductions <br />• Notification procedures and lines of internal and external communications <br />protocols and content <br />• Enforcement procedures <br />• Procedures for granting exceptions <br />ameO 16 <br />
