Gimbel <br />y� t ti S h CWCB Director <br />Office of Water Conservation & Drought Planning <br />( OWCDP) <br />DATE: November 5, 2010 <br />SUBJECT: Water Efficiency Grant Fund Recommendation for Town of Monument, Town of <br />Palmer Lake and Tri -View Metro District <br />Summary of Grant Application <br />The Office of Water Conservation & Drought Planning ( OWCDP) received a Water Efficiency Grant <br />Fund application from the Town of Monument for a community water conservation plan that incorporates <br />the Town of Palmer Lake and the Tri -View Metro District. The Town of Monument is requesting $36,470 <br />to develop a community water conservation plan that will comply with §37 -60 -126 C.R.S. and will act as <br />the grant administrator. The total project cost is $49,630. <br />The Towns of Monument and Palmer Lake and the Tri -View Metro District are located in the Arkansas <br />River Basin where SWSI identified a gap of 18% by 2030. As stated in the grant application, "The <br />Entities are faced with obtaining new and sustainable sources of water while limiting use of groundwater <br />in future years. The Monument - Palmer Lake area is seen as a highly desirable place to live, and is <br />projected to grow at a rate comparable to, if not greater than, that of surrounding communities such as <br />Colorado Springs and Castle Rock. This reality prompts the Entities to begin effective conservation <br />planning concurrently with its Master Planning. The ability to develop a Water Conservation Plan <br />concurrently with a Master Plan will make them both more meaningful, and of greater long term utility to <br />the Entities." <br />The entities have pledged 27% matching funds in the form of in -kind services ($13,160). OWCDP staff <br />has reviewed and evaluated the grant application and has determined that the proposal meets the CWCB <br />guidelines for reviewing grant proposals. Attached is the internal checklist used to evaluate the <br />application. <br />Recommendation <br />The OWCDP staff recommends that Jennifer Gimbel, Director of the CWCB, authorize a Water <br />Efficiency Grant in the amount of $36,470 to the Town of Monument for development of a community <br />water conservation plan in accordance with §37 -60 -126 C.R.S. <br />Attachment: Evaluation Checklist <br />Water Supply Protection • Watershed Protection & Flood Mitigation • Stream & Lake Protection • Water Supply Planning & Finance <br />Water Conservation & Drought Planning • Intrastate Water Management & Development <br />
