8.2 Measurement <br /> Wells <br /> Water diverted from all recharge wells for recharge shall be measured using flow meters. Water <br /> from all recharge wells will be conveyed to the Recharge Facilities by a pipeline and will be <br /> considered 100% consumed. In the event a flow meter for a recharge well malfunctions, the <br /> amount of water withdrawn from the well during the period of time the flow meter <br /> malfunctioned may be estimated based on the power records for the pump associated with the <br /> well for up to 30 days, provided the Water Commissioner is noticed in advance. The amount of <br /> acre -feet pumped shall be determined by summing the acre feet pumped from the recharge well <br /> for recharge for the last 2- months pumped and dividing that sum by the kilowatt hours for the <br /> same 2 -month period. The kilowatt hours used by the recharge well during the period of <br /> malfunction shall then be multiplied by the acre -foot per kilowatt hour figure to arrive at the total <br /> acre -feet pumped. If the malfunctioning flow meter is not repaired or replaced within 30 days, <br /> CDOW may not take any credit for well pumping occurring after that time, but must replace any <br /> out of priority depletions caused by such pumping. The flow meters shall be maintained in <br /> working order. Meters must be tested and certified to be accurate at least once every four years <br /> by a registered professional engineer or other person qualified to test and certify meters. <br /> Ponds <br /> The amount of water recharged to the alluvial aquifer at each of the Recharge Facilities will be <br /> determined by measuring the amount of water released to each Recharge Facility, by use of a <br /> • continuous recording measuring device, and by then subtracting: 1) the amount of water which <br /> flowed out of or was discharged from that Recharge Facility, which will also be determined by <br /> use of a continuous recording measuring device, 2) the amount of water that was lost to <br /> evaporation from that Recharge Facility, 3) the amount of water lost to consumptive use due to <br /> vegetation located in the Recharge Facility, which will be determined by multiplying the <br /> Recharge Facility surface area in acres which is covered by vegetation, during the two months <br /> following any month in which water is in the Recharge Facility, times the monthly factors, which <br /> are in feet, shown below, and 4) the amount of water retained in the Recharge Facility that has <br /> not yet percolated into the ground, which will be determined by use of a staff gauge as provided <br /> in paragraph 11.B.3.i below. Prior to the use of any Recharge Facility, Applicant shall obtain the <br /> Water Commissioner's approval and must provide the Recharge Facility location, which will <br /> include distances from the nearest section line, and the maximum surface area of the Recharge <br /> Facility to the Water Commissioner for each site. <br /> The design and installation of the measuring devices shall be approved by the Water <br /> Commissioner. Each Recharge Facility shall have a staff gauge installed such that the gauge <br /> registers the lowest water level at the Recharge Facility. The staff gauge must be readable from a <br /> readily accessible location adjacent to the Recharge Facility. <br /> CDOW will use the following table to determine consumptive use due to vegetation identified <br /> near the pond area (values are in acre feet per acre): <br /> • April May June July August September October <br /> 0.08 0.16 0.27 0.40 0.35 0.22 0.08 <br /> 19IPage <br />
