' In Houston Heights Subdivision, the open channel leading from G to <br />lk is subject to overflowing onto private properties during any appreciable <br />' storm. This is particularly true whenever the waterway becomes plugged with <br />floating debris. This area is subject to more frequent inundation when the <br />area south of the highway becomes more fully developed and when the entrances <br />to the two 30 -inch culverts under the highway have been cleaned out and <br />opened up. <br />PRESENT CONDITIONS <br />At present most of the populated areas in the lower end of the drainage <br />basins are subject to some flooding. These drainage problems will become <br />more acute as the area continues to develop. There are already large areas <br />of otherwise acceptable land which is presently classified as undesirable <br />development prop because oof'� anticipated <br />� These include the land <br />between points( , � 2 1 and , { 5 1 and G , � 6 � and G , 14 and a, <br />10 and @ , and that land north of a- The F.H.A. has already withheld <br />approval of certain lots on two large subdivisions in this area because of <br />anticipated drainage difficulty. <br />FUTURE CONDITIONS <br />It appears certain that without major drainage improvements, the comple- <br />tion of developments presently_ proposed will cause large areas of developed <br />land to be devaluated due to flood damage. This could result in a "blighted" <br />area developing in what are now new subdivisions. The minimum effect would <br />be a "skipping" of these flood zones by the developers with a resultant <br />barrier to the further expansion of the Greeley City Limits. <br />-g - <br />
