SECTION I <br />GENERAL DISCUSSION <br />PURPOSE OF REPORT <br />The citizens of Loveland and their elected officials have, in the past <br />few years, become exceedingly aware of the problems facing the city with <br />respect to diminishing water facilities. Many citizens are cognizant of the <br />situation only because of irrigation restrictions and occasional low water <br />pressures. City Officials, and others better acquainted with the water facil- <br />ities, are aware of facts indicating that a serious and complex problem exists. <br />The future growth potential of Loveland depends directly upon the adequacy of <br />these facilities to serve the demands of an expanding population. <br />in order to be well informed and able to keep abreast of the problem, the <br />City Council of Loveland authorized this study and report. <br />The purpose of the report is to present the results of various prelimi- <br />nary studies and investigations. We have shown all future needs for water <br />facilities as reflected by a definite city population. The report will serve <br />the City Council and future councils as a projected planning aid. <br />SCOPE OF REPORT <br />In most modern western municipalities the water facilities can be sub- <br />divided into the following categories; <br />1. Raw Water Source <br />2. Raw Water Transmission <br />3. Raw Water Storage <br />4, Water Treatment Facilities <br />S, Finished Water Transmission <br />- 1 - <br />
