future city officials as an accurate planning guide for waterworks improve -
ments. So long as the City Council watches the population trends and recog-
nizes the signs of sudden increases, water facilities can be expanded to keep
pace.
The population figures shown as guides must be recognized as the number
of residents within the corporate limits of the city. We have assumed that
the number of outside water users will remain relatively constant and that
such customers will continue to be restricted by the use of meters. Such a
situation can be maintained by proper annexation procedures. As an example,
each unit will serve the rated population shown plus approximately 1,500
persons living outside the corporate limits.
