So long as the City Council watches the population trends and recog- <br />nizes the signs of sudden increases, water facilities can be expanded to keep <br />pace. <br />The population figures shown as guides must be recognized as the number <br />of residents within the corporate limits of the city. We have assumed that <br />the number of outside water users will remain relatively constant and that <br />such customers will continue to be restricted by the use of meters. Such a <br />situation can be maintained by proper annexation procedures. As an example, <br />each unit will serve the rated population shown plus approximately 1,500 <br />persons living outside the corporate limits. <br />- 6 • <br />
