Basis m D- sidNATINc FUTURE WATER FACILITY NEEDS <br />In the preceding paragraph we have implied that many factors can change <br />the rate of growth of a city in a relatively short time. Since we do not <br />profess to be prophets, it seems presumptuous for us to make a clear -cut <br />prediction concerning the future population of Loveland at any given date. <br />In order to supply the city officials with a more realistic guide for <br />planning, we have related all recommended improvements made in the report to <br />the water demands of a given population. All existing units of the present <br />water system have been investigated to determine both the volume capacity and <br />the population each such unit will serve. <br />We have devised herein a master plan for the construction of water <br />facilities capable of serving a population of 20,000 persons. Subsequently <br />we have shown the various units needed as each population increment between <br />the present population and the future 20,000 persons is reached. Care has <br />been taken to recommend units of such size as to best fit the over -all <br />economic program. <br />At the time this population is reached, whether in five or twenty years, <br />another study similar to this one will be needed. It is our opinion that an <br />investigation of water needs for a greater population is unwarranted at this <br />time. Such a later study will undoubtedly recommend the initiation or improve- <br />ment of raw water storage facilities. It will also show the need for <br />additional treatment facilities with allied transmission lines and finished <br />water storage units. However, due to the time elapsed, obsolescence may <br />change our thinking completely concerning the type of facilities we might <br />recommend. <br />Rarely does a large population increase occur without some advance warn- <br />ing. Thus we believe that this type of report will serve the present and <br />- 5 - <br />
