—i5— <br />PROVISIONS FOR OPERATION AND MAINTENANCE <br />Land Treatment Measures <br />Land treatment measures will be installed and maintained by the landowners <br />and operators of the farms and ranches on which the measures are applied <br />under agreement with the Cherry Creek Soil Conservation District. Repre= <br />sentatives of the Soil Conservation District Soil Conservation Service <br />Forest Service, and Colorado State Forest Service will make periodic <br />inspections of the land treatment measures to determine maintenance needs <br />and will encourage landowners and operators to perform periodic maintenance. <br />Structural Measures for Flood Prevention <br />The structures will be operated and maintained by the sponsors. All structures <br />will be inspected at least once each year prior to the thunderstorm season <br />and after each heavy rain or streamflow to determine operation and maintenance <br />needs. The inspection will be made by representatives of the sponsors and <br />the Soil Conservation Service. Items to be inspected will include: the <br />principal spillway, riser ports, and trash rack; the emergency spillway; <br />the earth -fill; the vegetative cover of the earth -fill and emergency spillway; <br />and fences and gates installed as a part of the structure. Written reports <br />will be made itemizing the maintenance needs and a file will be kept by the <br />sponsors showing completion of recommended maintenance with copies provided <br />to the Colorado State Engineer. Authorized representatives will have free <br />access to inspect the structures. <br />The estimated average annual operation and maintenance cost based on long- <br />term prices, for Construction Unit No. 1 is $445 and for Construction Unit <br />No. 2 is 'p'805 ( Table 6) . <br />The sponsoring organizations understand their obligations for operation <br />and maintenance and will execute specific operation and maintenance agree- <br />ments with the Soil Conservation Service prior to the issuance of invitation <br />to bid. <br />COST - SHARING <br />The total estimated project cost is $497,798 of which the Public Law 566 <br />share is $320,336 or 64.4 per cent and the local or "Other" share is <br />$177,462 or 35.6 per cent. <br />Other interests will apply the needed land treatment measures for reduction <br />of erosion and peak rates of runoff at an estimated cost of $127,620. Cost <br />sharing assistance from other Federal programs for applying these land <br />treatment measures will be utilized. In addition Public Law 566 funds will <br />provide technical assistance in the amount of $21,500 during the installation <br />period to accelerate the installation of land treatment measures included <br />in the plan. <br />The entire cost of construction of the structural measures, amounting to an <br />estimated $235,304 will be paid from Public Law 566 funds. The required <br />local or "other' costs, consisting of the value of land, easements, and <br />rights -of -way the cost of administering contracts, and the capitalized value <br />(capitalized at 2 2 per cent interest) of operation and maintenance of works <br />of improvement are estimated at $49,54 . The value of installation services <br />to be provided by Public Law 566 funds is estimated to be 663,532. <br />
