- 111 - <br />Loan assistance is available to the sponsoring organizations and to individual <br />farmers and ranchers through the Farmers Home Administration, at current <br />government rates, to finance their share of watershed works of improvement. <br />In addition, financial assistance is available to farmers and ranchers <br />through the Agricultural Stabilization and Conservation, Soil Bank, and <br />Great Plains programs. <br />Structural Measures for Flood Prevention <br />The sites for the three floodwater- retarding structures, the eight combination <br />grade stabilization and floodwater - retarding structures, and six stabilizing <br />and sediment control measures will be obtained by the sponsors through <br />execution of easements and other rights -of -way agreements. The value of <br />these sites is estimated to be $8,891. An estimated 90 acres of land will <br />lie within the sediment pools and an additional 208 acres within the <br />detention pools of the proposed structures. <br />Construction of the structural measures will be started when Federal funds <br />are available and the sponsors have: (1) obtained and recorded necessary <br />land easements or deeds; (2) obtained agreements to carry out recommended <br />soil conservation measures and proper farm plans from owners of not less <br />than 50 per cent of the lands situated in the drainage area above each <br />structure; (3) obtain assurance that not less than 75 per cent of the <br />effective land treatment measures will be installed or their installation <br />commenced on any sediment source or excessive runoff areas which constitute <br />a serious hazard to the satisfactory design, operation, or maintenance <br />of structural works of improvement for flood prevention proposed for <br />installation; (4) executed project agreement for construction of works of <br />improvement; and (5) executed proper maintenance and operation agreements. <br />The watershed has been divided into two construction units. Construction <br />Unit No. 1 embraces the area in El Paso County and includes structures <br />Nos., 1, la, lb, lc, 2, 2a, 3, 3a, 4. 5, 5a, and b. Construction Unit No. 2 <br />embraces the area in Douglas County and includes structures Nos., 7, 8, 9, <br />10, and 11. <br />All necessary land, easements, and rights -of -way will be obtained for each <br />construction unit before Federal financial assistance is made available for <br />installation of any part of that construction unit. <br />The installation period is two years; and the scheduling of the construc- <br />tion units is as follows: Construction Unit 1, Fiscal Year 1959; and <br />Construction Unit 2, Fiscal Year 1960. <br />The sponsors will be the contracting local organization and will assume <br />all duties and responsibilities incident thereto as required by the Act. <br />Technical specialists will be provided by the Soil Conservation Service <br />to assist in the planning and design of structures, preparation of specifi- <br />cations, supervision of construction, preparation of contract payment <br />estimates, making final inspections, execution of certificates of completion, <br />and performing related duties in the establishment of the planned structural <br />measures for flood prevention. <br />The various features of cooperation between the cooperating parties have <br />been covered in appropriate memoranda of understanding and working agreements. <br />Detailed understandings and agreements will be arrived at as the'project <br />progresses and such become necessary. <br />
