Administered the South <br />Platte River Compact. <br />C WC13 Investigations <br />Served as a Technical Advisor to the Basin Advisory Committee for the Statewide Water Supply Initiative <br />first phase completed in November of 2004. Served as the state of Colorado's engineering representative to <br />the Water Management Committee for the Platte River Basin Recovery Program negotiations up until <br />February of 2003. Served on the technical advisory committee overseeing the Metropolitan Water Supply <br />Investigation; the study looked for solutions to the future water supply needs of the Front Range. <br />Additional Related Experience <br />Senior Water Resource Engineer <br />Applegate Group, Inc. Denver, Colorado (2003 to present) <br />Involved in the formulation of water rights agreements and water leases. Provides water rights expertise to <br />the staff of Applegate Group and their clients in regards to projects that they are working on when needed. <br />Assist in the formulation of substitute water supply plans and plans for augmentation. Assist with Water <br />Court applications involving new appropriations and change of use cases, historic use analyses of water <br />rights, and water right planning for municipalities, and other water right owners. <br />Division I Engineer <br />State Engineer's Office, Greeley Colorado (1995 to 2002) <br />Responsible for the administration and distribution of water in the South Platte River and its tributaries. <br />Responsible for water rights investigations, consumptive use and groundwater analysis. <br />Assistant State Engineer for the North Region <br />State Engineer's Office, Denver Colorado (1992 -1995) <br />Supervised employees who were involved in the issuance of well permits, the review of subdivision water <br />supply plans, the review of substitute supply plans and mining permit applications in Division One and the <br />Designated Groundwater Districts. Involved in negotiations with attorneys and consultants in those cases that <br />the State Engineer's Office was a party to arrive at settlement if at all possible. Consulted with the Division <br />Engineers and Water Commissioners throughout the state to address their concerns in Water Court cases and <br />to determine the administrability of proposed decrees. Testified in Water Court as an expert witness on the <br />issues of water rights administration, consumptive use values, lawn grass irrigation return flow <br />methodologies acceptable to the Division of Water Resources, groundwater modeling, and accounting <br />requirements that would aid in the administration of the decrees before the Water Court in Divisions One and <br />Two. <br />Assistant Division 1 Engineer <br />State Engineer's Office, Greeley Colorado (1989 to I992) <br />Supervised the Water Commissioners and the engineering staff in Division One of the State Engineer's <br />Office. Provided assistance to commissioners in the day -to -day administration of water rights. Consulted <br />with the Water Referee and the Judge in Division One Water Court. Reviewed all rulings of the Referee. <br />
