Recognized as expert witness in the <br />areas of water rights administration and consumptive use. <br />Specific Project Expertise <br />Augmentation Plans <br />Responsible for preparing plans for augmentation for Pinneo <br />Feedlot located in Division One near Ft Morgan that will allow <br />their commercial feedlot wells to operate. Prepared a plan for <br />augmentation for Casey Concrete which is located in Water <br />Division Five. The plan will provide augmentation water to replace <br />depletions associated with gravel pit mining. <br />Water Rights Evaluations of Water Court Applications <br />Provided support to the State Engineer and the Attorney General's <br />Office with regard to potential water rights issues associated with <br />Water Court applications in all Water Divisions. Involved in the <br />analysis and negotiations with attorneys and consultants in those cases <br />that the State Engineer's Office was a party. Testified in Water Court <br />as an expert witness on the issues of water rights administration, <br />consumptive use values, lawn grass irrigation return flow <br />methodologies acceptable to the Division of Water Resources, <br />groundwater modeling and accounting requirements that would aid in <br />the administration of the decrees before Water Court in both Division <br />I and Division 2. As a consultant at Applegate Group I have been <br />hired as a peer reviewer of miscellaneous plans written by other <br />consultants and have been involved in settlement negotiations on <br />various water related issues for clients. <br />Water Right and Supply Evaluations <br />Provided alternative water supply analysis for the Cities of <br />Colorado Springs and Fountain. Currently part of water rights <br />support team for Rocky Ford. Looked at alternative solutions to <br />water tights utilization for Pute Homes and Melody Homes. <br />Development of Decision Support Systems <br />Served on the technical advisory committee for the development of the <br />South Platte Water Rights Management System and the Colorado <br />River Decision Support System which aided the Division of Water <br />Resources in the administration of water rights- <br />
