7.0 WELL MEASUREMENT PR4GRAM <br />Measurement of pumping, either directly using flow meters or with calibrated electric power <br />coefficie�ts, wili be necessary to provide data for ef�cient and effective accounting and <br />administration of the WAS's augmentation plan for member wells in the future. <br />Towazd this end, Cerrtral will initiate a pilot well pumping measwement program in the 2004 <br />irrigaxion season. This pilot program will involve installation of ineters on a portion of wells in <br />the WAS, reading these meters and determining how best to develop the data required for <br />effective and efficient accounting and adm�inistration of inember wells by the Division Engineer. <br />This pilot program will be designed and implemented in close coordination with the Division 1 <br />Engineer. The results of this pilot prograxn will be published by December 31, 2004 and the <br />well pumping measurement pragram will be initiated in a phaseci fashion during the 2005 <br />irrigation season. <br />The well pumping measwement program will not be fully operational, nor will it cover the WAS <br />member wells to provide the data n�essary for accounting and administration activities of ti�e <br />WAS 2005 SWSP. Therefore, it will be necessary to develop accounting and administ�ration <br />activities for the WAS 2005 SWSP that do not depend on a database of well pumping data. <br />S.0 TERMS AND CONDITIONS <br />Based on the above analysis, the following terins and conditions are specified for accounting and <br />administration of the WAS SWSP for April 1, 2004 through March 31, 2005 in order to prevent <br />injury to senior rights: <br />1. WAS will develop accounting forn�s, acceptable to the Division 1 Engineer, for providing <br />accounting on a daily basis (see Appendix F). These forms will be submitted on a <br />monthly basis and will incl�e out of prioriiy depletions resulting &om pumping of wells <br />covered by the WAS 2004 SWSP together with the sources and volumes of water <br />required and used for replacement of out of priority depletions from WAS member wells. <br />2. Table 4 will be used as the basis �or expected depletions resulting from pumping of wells <br />covered by the WAS 2004 SWSP. Out of priority deplekions requiring replacement will <br />be deternuned by Central based on priority call data provided by the Division 1 Engine,er. <br />When the priority call changes, Ce�tral will deternune ti�e volume and timing of <br />necessary replacements in coordination witi� the Division 1 Engineer and his Water <br />Commissioners. <br />3. Direct flow sources for replacetnent purposes aze logged by each Water Commissioner in <br />Districts 1, 2, 3, 4, and 5. Each Water Commissioner will call the direct flow and storage <br />release data to Central on a weekly basis. All direct flow sources will be logged by <br />C�tra1 weekly. All release data. &om Water Commissioners generally will be net <br />releases which account for shrinkage and ather losses.
