obligatian due to bypassing farm headgate diversions during the 2004 irrigation season <br />4.3 Augmentation Wells <br />SPWUA augmemation well contracts end Mazch 31, 2004. WAS will pursue contracts for <br />augmentation wells with those former SPWUA augmentation well owners who have joined <br />WAS. Augmentation wells will be used to replace remaining out of priority depletions after <br />direct flow, bypass flows, reservoir and recharge replacement sources have been e�austed <br />Table 6 shows the estimated amounts of auginentation well pumping which will be needed to <br />replace depletions from WAS member wells from April 2004 through March 2005, assutning all <br />depletions will be out of priority. In addition, Table 6 shows the lagged depletions which will <br />occur prior to March 2005 as a result of augmentation well pwnping from November 2003 <br />through Mazch 2004 which was used to replace out of priority winter depletions from SPWUA <br />members who aze now members of WAS. <br />5A ACCOUNTIlVG PROCEDURES <br />During the irrigation season, Central will continually be kept informed of river call situations by <br />the Division Engineer. When the priority call changes, Central will evaluate the effects of each <br />call and determines if replacement of out of priority depletions is necessary, as well as �e <br />volwne of the required replace�nt. Daily accounting will be performed for the period April l, <br />2004 through March 31, 2005 and provided to the Division 1 Engineer on a monthly basis. <br />5.1 Sources <br />Direct flow sources will be logged by each Water Commissioner in Districts 1, 2, 3, 4, and 5. <br />Ideally, each Water Commissioner will provide the direct flow and storage release data. to <br />Central on a weekly basis. All direct flow sources will be logged by Central weekly. All release <br />data from Water Commissioners will generally be net releases which account for shrinkage and <br />other losses. Reusable effluent and several reservoir releases will be reported directly to Central <br />by the appropriate entity. On a weekly basis, Central staffwill coordinate with approximately 20 <br />individuals to obtain release inforn�ion and schedule releases. <br />The conveyance of excess repl�cement water down the river to lower administrative reaches will <br />be assigned a loss of 0.5 perce�t per mile befiween each administrative reach. The conveyance of <br />these excess replacemem supplies will be administered past ditch river headgates where required. <br />Central's staff will coordinate deliveries to satisfy the calling right. In the event that there is <br />more then one calling water right, water will be administered by Central's staffto provide the <br />applicable replacement sources upstream from the calling senior rights at a rate that equals �e <br />historic retums and well depletions that impact that senior calling water right.
