4.2 Direct Demand and Storage Sources For Replac.�nent Water <br />Table S lists sources of direct flow (owned, leased or bypassed), ei�lueat and recharge projects, <br />either under contract, owned or leased by the WAS, which are available for replacement supply <br />for Apri12004 through March 2005. Copies of all lease documents aze contained in Appendix E. <br />All pending purchases of water rights are required to have accompanying dry-up covenants. <br />Table 6 presents the expected montlily deliveries from the replacement sources listed in Table 5. <br />These �pected monthly deliveries are estimated from average 1974 — 2002 deliveries based on <br />�e prorated diversion records from the State Engineer. Table 6 also presents t1�e monthly <br />summer and winter return flow factors computed for each replacement water source in order to <br />preserve historical return flows. These retum flow factors were obtained from: (1) decreed <br />values, (2) calculated from a historic use analysis for the specific shares owned by Central, or (3) <br />from other analyses conducted on shares not owned by Central. Appendix D contains <br />documentation of Iristoric return 8ow factors used in Table 6. Appendix E contains the Decrees <br />for water rights purc�ased by Central that have been changed and dry-up cove�nants for water <br />rights purchased by Ceirtral that ha.ve not been changed, along with copies of the Applications <br />for Change of Water Rights, if filed <br />43 Recharge Sourcea For Replacement Water <br />2004 deliveries from a few water supply sources, including rechazge sources, were not available. <br />Table 6 contains the expected recharge credits that will be available during the period April l, <br />2004 through Mazch 31, 2005 based on estimated deliveries to the recharge facilities. Monthly <br />accounting will be based on actual deliveries to these facilities. <br />4A Bypass Flows <br />If Central's sources of replacement water for WAS, direct flow, reservoir and rechazge sources, <br />do not provide sufficient replacement water at arrytime during ti�e irrigation season, Central will <br />provide necessary additional replacement water with bypassed surface water flows. Based on the <br />SPWUA's 2003 SWSP, Central understands bypass flows may be used only as a temporary <br />replacement source. The general concept of bypass flows is to provide necessary replacement <br />flows to the Cache la Poudre and South Platte Rivers by bypassing farm headgate diversions and <br />measuring these bypassed diversions at the tail end of the respective ditches before the bypassed <br />diversions aze rehuned to either tfie Cache La Poudre or South Platte Rivers. For calculation <br />purposes, it will be asswned t�t �e irrigators who bypass a portion of their farm headgate <br />diversion entitlement will increase well pumping to provide for that portion of their irrigation <br />supplies formerly provided from surface water. In addition, the WAS Boazd of Directors wishes <br />to reserve, as an option, the opporhanity to lease surface water shares with a dry-up condition (i.e. <br />an interruptible supply). Table 6 lists the ditches and nwnber of ditch shares to be bypassed in <br />the 2�4 imgation season in order to cover out of priority depletions. <br />Use of bypass flows for replacin� out of priority depletions will also require maintenance of the <br />original return flows that would have resulted if the fazm headgate diversions had been used for <br />irrigation rather than being bypassed for replacement purposes.
