The <br />present rate of progress permits Colorado to expend approxi- <br />mately 50 ° of the construction funds appropriated for use in <br />the state. It was estimated that full support by the state <br />for four more md in effect, double the present progress <br />on investigations and reports of P. L. 566 projects, and there- <br />by permit the S. C. Districts to place under construction from <br />$500,000 to $1,000,000 more work on these projects than hereto- <br />fore. <br />4. Mr. Chalmers stated the state could best assist them <br />by providing the following personnel full time: <br />Pair. Ballard, S. C. S., could be Project Leader for this group, <br />which would make all field surveys needed and conduct hydrolo- <br />gic studies. Existing economists and engineers in S. C. S. <br />would support the group so that the production would about <br />double that of the present force. All activities would be <br />under the direct supervision of S. C. S. so that the results <br />would meet the standards and follow the procedures required by <br />S. C. S. in all phases of project formulation. Mr. Chalmers <br />recommended that the group work out of their office at the <br />Denver Federal Center so that the men could be trained by the <br />existing work unit. It should be explained that the group <br />should work full time on these studies in order to 'tee affective <br />and to get value received for the monies expended. <br />71• The S. C. S. has nether transportation or survey- <br />ing equipment to support the above group. The minimum needs <br />for transportation would be a station wagon and a sedan or <br />pick -up truck. These two pieces of equipment would cost ap- <br />proximately $6,000, and about '1,200 to operate and maintain <br />per year. <br />6. The S. C.
