0 <br />- 3 - <br />7. The following is a recapitulation of the cost of <br />providing for one year the S. C. S. the support desired by Mr. <br />Chalmers and ghat is considered the amount of support required <br />to take advantage of the consturction funds appropriated in <br />P. L. 566 projects in Colorado. <br />Salaries <br />5 24,000 <br />Travel expens -js (per diem) <br />5 <br />Transportation: <br />Cars* . <br />6,000 <br />Operation and maintenance <br />1,200 <br />Surveying equipment* <br />2,000 <br />DUsc. materials (books, stakes, <br />etc. ) 200 <br />Total � 39 <br />*Capital investment - not all chargeable to this project. <br />6. Consideration was given as to whether these new <br />personnel should be hired directly by the state and loaned to <br />the S. C. S. to work directly under Mr. Ballard, or funds be <br />transferred to S. C. S. by the state and S. C. S. hire the <br />additional personnel. Mir. Chalmers said that it did not make <br />any difference to him how it was arranged. The undersigned <br />favor the transfer of funds rather than having the state hire <br />and supervise +'he new n� en because by the latter method, the <br />existing trained personnel of - the S. C. S. would help to form <br />a second fi*elcl. unit for S. C. S. and therF'.)y greatly increase <br />the efficiency of the group. Also the.employees of the C. W. C. B. <br />would be freed of many routine studies and thus be able to spend <br />their more valuable time promoting and furthering S. C. S. and <br />other water conservation projects in the state. Along this <br />line, Mr. Chalmers thought the state should follo: -r up on project <br />planning by keeping the S. C. Districts active in obtaining <br />easements and rights -of -way since S. C. S. has been accused of <br />promoting their projects when trying to keep S. C. District per- <br />sonnel on the job. <br />9. In view of the amount of support desired by Ivir. <br />Chalmers, he was questioned as to how - the state could assist <br />him in obtaining more investigation and, planning funds from <br />Congress. He suggested that the state follow the standard pro- <br />cedure of requesting the Colorado congressional delegation to <br />support S. C. S. request to Congress for these additional funds. <br />The fund title is "Watershed Protection Planning Funds ". <br />10. It is recommended that if funds are available, <br />the state assist the S. C. S. by providing the following funds <br />
